Background
Huw is an experienced policy consultant and project manager and is a partner at Old Bell 3 based in Llanarthne, Carmarthenshire. A first language Welsh speaker, Huw was formerly a Director of Menter a Busnes (an all Wales Enterprise Agency), and before that was a Senior Consultant at Newidiem. Between 1997 and 2001, Huw worked for the Welsh Local Government Association as a Policy Officer on Economic, Rural, European and International Affairs, which involved policy research, development and consultation on behalf of Wales’ 22 local authorities and advising the Welsh Delegation to the EU’s Committee of Regions. Huw started his career as a Development Officer with the National Trust in Wales. Between 2003 and 2006 Huw served as a member of an Advisory Group (TAG1) to assist WEFO in assessing Objective 1 applications for Business Support and Entrepreneurship projects. He is also a regular contributor to BBC Cymru/Wales news on Economic and Business Affairs.
Education
Huw holds a BA (Hons) Business Degree from the University of Wales, Cardiff.
Consultancy Experience
Huw has either managed or contributed to a wide range of consultancy assignments including summative and formative evaluations as well as research and strategy development projects across a range of policy areas (including Entrepreneurship and Business Support, Skills, Employment and Training, Education, EU Structural Funding, Community Development and Social Inclusion, ICT, Tourism, Rural Development, Children and Young People, Sport and Physical Activity, the Welsh language and Spatial Planning). Clients have included various Welsh Assembly Government Departments, Welsh local authorities, Universities, Sector Skills Councils and the Big Lottery Fund.
